Install you a TVSS in your electrical panel baw.
Surge protector also known as Transient Voltage Surge Suppressor (TVSS), Surge Protection Devices (SPD) or Surge Suppression Equipment (SSE) is the equipment designed to protect electrical and electronic equipments from power surges and voltage spikes.
Talk with your electrician.

Did the AC got at least try a new contactor? Or did he check compressor windings and not like the resistance values he got?
A contactor is a less than $25 part.
The fans are fine? Only the compressor is out?
I all because it sounds like you have r22 and in my experience AC people will lie to force upgrades on those units rather than repair.
I don't know how many people I talked to that had to replace their whole system because the tech gave them the spiel about how hard r22 is to get.
I would always get 2 opinions when your aC system has been condemned.

I replied. I wrote a reply yesterday and swear I sent but it didn't. I just redid it.
You know it's not a diy job unless you're really comfortable with soldering/braising.

UPDATE:
Called Entergy again today. I kind of knew from the way the call went with the customer service rep that this time might turn out different. She was far more engaged, saw all of the history and apologized profusely throughout the call.
An hour later a technician arrived at the house. He too was fantastic. Within 3 minutes of testing he found a problem. He hooked up a device directly to the meter, the device applied a load on the circuit and measured voltages. One leg was 134V, the other 104V
Says he is going to office to pick up some supplies and testing equipment to troubleshoot the underground cable from the transformer to my meter.
fingercrossed the trouble is fixed and I can then pursue a claim for my damaged HVAC

Some people genuinely care. Glad you found one who does. Let us know how it goes. Praying you can get this resolved ASAP and your wallet isn’t hurting
