7 years in the Navy put me as a 25 year old Freshman in college, graduated at 29 and moved to Baton Rouge. A few years later I learned (a) Latin women weren't for me, (2) holy crap southern people get married young. Eventually hooked up a girl that was friends with one of my college friends and drug her to BR with me, she's been here a year and hasn't complained about it since!

I was going to tell you the secret-- you can by the diamond from either blue Nile or New York. Then get a funky custom band from New York or whoever you like, and that's the way to go, those two steps. Could give more details, but you have a problem on your hands I think.
If I were you I would just get a shite quality 2 carat or more diamond and throw it on whatever band.
You can get very large shite diamonds for very cheap. Hell you may be able to get the requisite 1.2 carat for like, 2000.00. But because she specified size you should get shite diamond.
It's funny that if most girls don't specify size, they will end up with at minimum a 1.1 perfect diamond or near that.

The only answer is to test drive the sister with the 1.1 carat and buy based off a sliding scale relative to the quality of the twin.

Buy a loose diamond from an online wholesaler like A Fishman and Sons then go to the nicest jewelry store in town, one who works through ring designers in those fancy bridal magazines, and have the band custom made (to the diamond and her ring size). This is the best way.

So obviously the 28 karat request is an exaggeration, so I'll just ignore that.
The good news is that 1.2 karats isn't a lot, so she's not asking for the moon.
The bad news is that she has any sort of bottom line that you have to meet. And the fact that she set this requirement just to "beat" her twin sister is just fricked in the head and tells me she's not a properly functioning adult. That's some high school-level thinking right there.
But, you seem perfectly content with the request and despite advice to the contrary, want to go through with it. So best of luck to you, and if/when it all burns to the ground, please come here and let us know so we can mock you.

Boudreaux's Jewelers on Corporate. Ask for Mr Donny. Got my wife's ring from there. Fair pricing and very easy to work with.
