In my opinion, you can pull off plenty of the tenets of DEI while not being discriminatory. I know it is outrageous to even think.
The ideas should be in every manager's mind already. Look for talent where others aren't. Look for an edge where everyone is doing the same thing.
In my opinion, if you are using racial hiring metrics to satisfy your DEI then you lost sight of why it should be important.

Do you think Indeed filters based on race, gender, and whether or not you identify as a squirrel? Or are you implying that internet job classifieds are not available in some communities?
There are already laws in place that prevent the "discrimination" your DEI "attempts" to hedge against.

My company spent a lot of money hiring DEI people. There was a huge round of layoffs recently, including HR, and guess what group was spared? Of course.
We are now obligated to attend so many DEI sessions every quarter. In each session, they spend an inordinate amount of time reminding everyone who has "privilege", who doesn't, how to "unpack it" and "stay grounded" for exercises where we are told if we fit in one group, we are racist, sexist, whatever.
After all of that, we are then reminded each session that we are still going to hire the most qualified person, but we also need to push people in these groups to parts of the hiring process even if they aren't qualified. We also get audited on how many minorities are put through parts of the process.
Fortunately for me, this company includes ALL races (outside of white) as diverse....for now. I expect that to change in the next few years as well. I've been at places where we were flat out told there was only "one" minority.

No, but job fairs and internships are examples of advantages historically were not as accessible to some as others.
I won't say those were "denied" because it seems to imply malicious intent. But it does represent that exploring other areas (and by result other groups) can prove fruitful.
