Electrician’s opinion on the following neighbor situation

I have a sweet neighbor who loves Christmas lights. She’s has sons in their 20’s who hang the lights for her and pick them up.
Today, I went over to her house to drop off her favorite bottle of wine as a Christmas gift. I noticed that she has two cords running along the ground. The male and female ends were connected but sitting in a puddle of water.
I know this stuff happens all the time with Christmas lights but I’ve never been one to have cords connecting on the ground for the reason that it could lead to possible electrocution. Is this a rationale precaution or is it highly unlikely that someone would get electrocuted unless the cord was decomposing or exposing wires?

A federal agent I knew was working under his house in N.O. when the cord running to his electric drill went into a puddle of water. I don’t know all of the details, but he was electrocuted. Very sad.

We had several cords on the ground like you described, and it didn’t really cross my mind to worry about electrocution. I guess because they were deemed outdoor lights, I decided they were magically exempt from water/electricity rules. I’m not sure how to avoid having plugs on the ground if you have any inflatables or lights on stakes lining the driveway.

For starters, hopefully the outside receptacle is a GFCI. Secondly, connections between extension cords ought to have electrical tape around them and be elevated off of the ground to keep them out of standing water.

grab a dry wooden stick, etc and move it from the puddle. Definitely a safety hazard.

Home Depot, Lowes, and Amazon all sell outdoor cord connection covers. A quick search will give you several options. I saw some this year at Home Depot, but because all my Christmas lights were in a dry area under the patio, I did not purchase. I am thinking about buying a couple next year because we are expanding our light display out along our fence.
I would absolutely still elevate all the connections, even with electrical tape or these covers.

How old is the house?
More than likely the receptacle is plugged into a gfci and will trip before something stupid can happen.
Really surprised it hasnt tripped already with all the rain we've had.
