BMW i3 and the new Chevy Volt are both pretty neat. Obviously more bang for the buck with the new Volt.

How long do the batteries last in e cars? And what is the cost of replacing them?

I tend to keep cars a long time, so this would be a major factor in assessing the true price of owning the car.

With the federal and state credits totaling $10K, the monthly payments will be less than $200, which is lower than her current car payment. Also her work has free charging, which means we spend $0 on gas for one car.

She isn't going to charge the car and you are going to have to go pick her up on the side of the road. This is a bad choice.

When I worked for Nissan I drove the Leaf. I like it as far as electric cars go.
