If you look in the comments someone posted a separate video of another incident of him doing this. You can't tell if it's the same person (ETA as in the same victim) but it's clearly a separate incident.

Its allowed under state law in Louisiana
I have had to stay in 3 different nursing homes for wound treatment and physical therapy. From my experience, the nursing home would immediately state a camera is a violation of HIPPA if the resident has a roommate laws. In fact I did witness this response when a son was filming in his mothers room. It may be legal but the nursing home will fight you every step of the way.

I honestly think that he should have to get beaten as a punishment. Its sad how people, if given the opportunity, will take advantage of people who can't defend themselves. Sadly, this is true.
We put my grandfather in one. One day we visited and he had several cuts on his face. The nurse told us he "fell" but that seemed suspicious because the cuts did not seem consistent with a fall. Later Grandpa tells us his nurse hates him because he was a cop and she cuts him when she shaves him and was doing other crap.
My dad went out and bought a nice electric razor and told the nurse, "if I see one more cut on his face, you are the one who will need round the clock nursing care."
