Mostly by convicted felons who aren't allowed to own guns. We should make possession of a stolen firearm an automatic 20 years. Imagine the outcry if we did though.

It's certainly not out of the realm of possibility that a concealed carry holder could have taken him out. One could have definitely shot him in the back or from a concealed position. Unfortunately that didn't happen here it seems.
