I think the funding for it is use it or lose it some kind of way? I paid 3.78 mills for that on my property tax

The Library Board of Control is the third-largest department (by FTE) listed on the city-parish operating budget. Have they been responsible with their funding? Sure. It certainly seems that way. But it’s easy keep a surplus when you have more money than you know what to do with.
I’m not anti-library or anything. I think libraries are great. I just don’t think our spending on them, relative to the rest of the city government, is particularly reasonable.

I think you’re kind of both right TBH. I also think the division of responsibilities between BRPD and EBRSO is a clusterfrick and a problem overall for the parish. I think we’d be a lot better off with one department running everything (which would likely mean EBRSO) but I don’t know if that will ever happen because I sincerely doubt Sid wants that responsibility.
Regardless, the point about library funding covering the entire parish is a valid one. I would gladly vote to cut library funding in the city of BR by a decent margin and reallocate it to BRPD if it worked that way (but it doesn’t as far as I’m aware), and this is from someone who routinely refers to BRPD as “fricking useless.”

You would get a chance to vote on it. Just put a lower Millage on the ballot for libraries along with a vote for additional Millage for cops.
Only BR voters would vote on a tax for cops.

The library surplus is over 100 million dollars. The bid for the last new library came on at 12 million. Add in property and furnishings and you have another 3 million.
They have money to build 7 new libraries and we don’t need 7 new libraries.

It comes out to around $400 a person but is more like $1000 or more per property owner who pays taxes.

Sid’s plan would get my support provided it rolls out like this;
1) the library surplus stays with the library. That was created by a vote of the people,
2) The Millage is lowered to the amount Sid recommends. This Millage would support the libraries and be paid parish wide.
3) difference in the existing Millage and the Millage Sid recommends would be voted on by BR voters, they would pay the tax if it passes, and the money realized would go to BRPD.

There are a lot of rumors about how the library system is run that don't sound so promising. Hopefully all of these rumors are false. For example, it has been said that the system had upwards of $3 million in uncollected overdue fines and other charges for unreturned items with no plans in place to require payment. It has also been said that the library was waiving these fines and charges after 7 years any way, meaning that you could check out thousands of dollars of items with no intent of ever returning the items, and the library would not only do nothing to see that you paid them back but they would also automatically return your library account to good standing 7 years later regardless. This probably means that the uncollected $3 million would actually be millions more if so much of it weren't waived every 7 years. Recently the library said that they wanted to stop collecting past due fines altogether. There was also a supposed laptop computer loan program that had to be discontinued after all but one of the laptops in the program were stolen or destroyed. Money was also supposedly wasted on a framed-painting loan program that has since been ended.

As a BR resident, I agree with other posters in reducing the library millage parish wide, and keeping the difference on the books. But also, it should be a dedicated millage to BRPD, not go towards the general fund. Parish money for parish services, city money for city services.
I'm curious as to where Edwards stands on deconsolidating the City-Parish government.
