Damnit I love me some solid logic.
They caught an entire eight people stealing. If I was a guessing man, I would guess that is less than they normally catch on a Monday night during decent weather. Hell, crime may be DOWN with the flooding.

Who EXACTLY is enacting the curfew? I know the police/Sheriff enforce it but who has the authority, besides Kip, to put it in place?
I looked at the link and it seemed to just say there was a curfew announced.

Sheriff got executive order from Governor.
