I didn't realize it until he started saying she didn't give his $100 back. When the manager came over to open the register so the cashier could give him the change for the $2, he was casually talking to the guy to a point where he had some idea of what he was doing.
We were hanging back 6' and waiting to load the conveyor.
It was going to be a he-said, she-said situation where counting the register and looking at video would be the only thing to confirm he was lying.

You are a pansy for not saying anything. If the guy is doing the scam, he wouldn't have made the situation bigger bringing more attention to himself. You jumped in, and chances are he would have said something confirming his mistake and just leave to do it again somewhere else.

Guarantee there is, at a minimum, enough surveillance to confirm whether the cashier gave the customer his $100 back.
Think about how much cash changes hands each day at a Walmart cash register. Now think about the typical Walmart employee, and ask yourself if there’s any chance in hell that they don’t have a CCTV camera looking down at every cash register.
I wish they could bring police in for scammers like this, but I guess it’s hard to prove that he knew they gave him the $100 back.
