Take some time to read the article. The incident occurred August 29th. That's a while after rush. And from my experience of "being in a frat" that would mean he is either A) a pledge or B) a late bid that they gave to someone after rush who someone knew personally. Either way they are responsible for him being there.

I can personally vouch to say that random people would definitely wander into the fraternity house during parties and the security company LSU endorses for these parties consist of highly incompetent people that don't do their jobs correctly in the least. It was impossible to keep every stranger out of the house during post-game parties.

Apparently LSUPD got a call about a girl being punched at a fraternity party, but didn't say a house. The only registered party that night was at Phi Psi, so the cops just assumed it happened there and put it in their call log as such. Once they realized it actually happened at KA's unregistered party they were able to update internal records but the original call logs stayed the same.
