You just firmly imprinted your brain's ability to notice possible police when you are speeding. You do not give the dogs food every time you ring the bell. Often, but not every time. The few times they just salivate is important to imprint how much the bell means to them.
And yes, its happened to me a couple of times. Not with park rangers, but other vehicles with lights.

they are roads where the right lane is riddled with potholes from the 18 wheelers

440 in Nashville is like this. The right lane is basically the same as all roads in Louisiana. Thankfully, traffic so bad that no one is at risk of passing or not passing in any lanes.

I'm stating facts. If you are passing in the passing lane, you can not nor will not be pulled over and ticketed due to the Slow Poke law.

I was driving home in the heavy rains yesterday. I came upon this lady in the passing lane who kept tapping her brakes with nobody ahead of her. One of the most dangerous things I've ever seen on a highway. That's a recipe to cause people behind you to hydroplane or hydroplane yourself. I had to move over before she killed me.
Sometimes I wish I had a big LED ticker on my car to tell other drivers what they were doing wrong.

Why would this make you mad? If someone is clearly going faster than you, then you should pull over.
