~10 mph was my metric. the difference in 80 and 90 is quite significant.

every so often on my commute over the Basin bridge, an LSP unit rolls up behind me. I let him pass, roll in behind him and go the same speed he is (if he isn't running code). Only one ever seemed to get pissed about it.

Or just because he was driving a white car with lights on top and he knew people he was creeping up on people that didnt know if he was really a cop or not he could haul arse in the left lane and people would quickly switch lanes because he knew they would automatically think he was a cop

an anomaly vehicle going faster than someone who is already going fast enough to be passing, while in the passing lane, is not at risk of being ticketed. If you're passing, you're fine.
