yeh, I've gotten many a ticket when I lived in BR for going 5-10 mph over the speed limit. Speeding not doubt, but now they don't even do anything about people doing donuts in the middle of the street or swerving in and out of lanes.

I don't know why anyone is amazed. Police in this state (and elsewhere) do not enforce any traffic laws. Very few people obey any traffic laws because there are no penalties. Red lights, stop signs, yield signs, etc., have no meaning.
