Part of the problem was the Pfizer and Moderna vaccines proved about 95% against transmission against the wild type variant they were tested against, but shortly after the vaccines widely became available to the public, variants came to dominate that the vaccine was less effective at preventing transmission (while still doing it to some extent and protecting considerably against developing severe disease).

They weren’t his employees. He couldn’t fire them. That info has just come to light fairly recently.
On the other hand, he decentralized the response and put the decision making in the hands of the states. How is this a bad thing?

It was accurate against wild type during the period they tested it, but remember they approved it only about 9 months after initial community spread in the US and then within months of the vaccine being wildly available wild-type had been outcompeted by variants. The other factor is that they chose to approve the vaccine fast due to clear short-term efficacy and of course no one could no how long the effectiveness would last even had the wild-type continued to dominate.
