The ones really getting screwed are the other sub contractors who are waiting on their application for payment. This will push the completion down the road and final payment will be withheld until much of this is worked out so their 10% retainage being held is a long way off. If you are a front end contractor, foundation, roof, metal studs etc...you won’t see that cash for quite awhile.
Which is why I don’t do this. It’s nice when an owner emails at 28 days and informs you within 48 hours your funds will be wired to your account.
I wouldn’t do commercial new construction if my life depended on it.

Once a fix is agreed upon, that's the key. But once the SE and Architect give the fix and its apparent that it's a design error then case closed as far as the GC is concerned. The SE will be doing everything he can not to admit error.

On a government project?
I am not saying all contractors on government projects are not responsible, but it's not uncommon for a contractor to milk as much money out of a government project as possible.
