I avoid downtown, but usually end up having a good time the few times I go each year.

Couple of things:
1. That's city numbers only. Compare the numbers of Jefferson Parish, St. Bernard Parish and St. Tammany Parish from 1960 on, and you'll see why the numbers in New Orleans proper went down. The suburban parishes' population numbers went up like skyrockets, with St. Tammany having the later growth of the three.
What's surprising to think of is that from 1960 on, New Orleans actually LOST residents despite developing pretty much all of the huge areas of New Orleans East during that time.
2. Of course there was the BIG drop post-Katrina; you still have huge sections in places like the Lower 9 that were filled with houses pre-Katrina and are now mostly vacant lots, etc.:

From the ‘60s to the ‘90s, Atlanta (#9),Orlando (#23), Dallas (#4), Houston (#5), Miami (#7), Tampa (#18), Charlotte (#22), and San Antonio (#24) all told NOLA to “Hold muh beer.”
