Watch this video on the project. It's VERY expensive to make roads over water. But the path has been blazed so a widening shouldn't be TOO bad. 
49 was already planned so I would think they'd be pushing for that. Followed by widening 10, then 190 option.

So do you think abandoning trucking entirely in favor of rail traffic is a doable solution?

No I do not. It's not logistically feasible in some situations. Expedited packages and logistical hurdles for example.
Louisiana needs to upgrade their interstates. States on either side of Louisiana have 3 lane interstates instead of two.

It's certainly appropriate to have 3 lanes between Lafayette and the Juban road exit, then again between exit 57 and the Pearl River bridge.

110%. Going over the Tchefuncte River Bridge on 12 at any point of the day is an absolute nightmare. Don't know why people have to slow down going over it... which in turn causes traffic to back all the way to the Tangi/Tammany line

This compounds the problem, as 95% of the Tractor Trailer traffic is ‘thru traffic’ and a right lane only for trucks forces merging traffic to intersect w/ large, slow to react, vehicles. If you are going to restrict truck lanes, put them in the far left lane.

Quick google search. Estimated 40,000 people died on public roads in 2018. Average of 209 people per day.
There is nothing they can or will do to prevent accidents on the 18 mile basin bridge. They can make all the laws they want and people will continue to not follow them.
All you can do is look out for yourself. Do the speed limit, keep a safe distance from the dumbarses, stay off your phone , and be aware of your surroundings. Do all that and promise you will survive the 18 miles.
The main cause of accidents is distracted drivers, by far.

I drive to Texas everyday for work. I can agree with your comment. They are the worst left lane lollygaggers and it can get so frustrating.

We would have fewer accidents and fewer millionaire shysters making commercials if we went to right lane only restrictions on trucks on all 4 lane highways in the state. We have shitty roads, idiots behind the wheel of passenger vehicles zipping in and out, and a plethora of inexperienced 18 wheeler drivers all fudging on their logs and driving over their mandated hours.
