As my dog has gotten older (he’s 13), his breath has gotten progressively worse and my wife is complaining. Should I (1) take him to the vet; (2) brush his teeth more often; (3) put him down; (4) other.

If he's 13, this ship has sailed.

Have his teeth cleaned by vet
He could also have an infection in his mouth

At 13, it’s too late.

Clean your arse better.

Start using a water additive. It helps more than you would think, and has no taste. At 13, the vet likely will not want to do a deep cleaning.

He’s a dog. An older one at that. They eat their own shite and lick their own arse. What do you expect, minty freshness?

My 15yo puppy isn’t able to get his teeth cleaned any longer since he developed a heart murmur but now I’m vigilant about brushing his teeth every night before bed and now his breath is better than when we would occasionally brush and take him for cleanings.

Your dog most likely has an abscess or infection from a cracked tooth due to chewing on things. Normal “bad” dog breath is nothing like the breath of a dog that has an infection in its mouth.
