It is a long story.
The legislature mandated one land casino. Ten Louisiana investors ( EWE buddies) won the license. I could name most but won’t. I was very close to one and learned about how politicians work.
In the afternoon before the vote every Legistor would get an envelope. They would sit down with a box of cash and stuff envelopes then distribute them.
But the law said it had to be located in the Rivergate. This is where it got complicated
Caesars and Chris Hemmeter had the lease on the Rivergate. They split it up and built the casino after Harrahs came in.

The same lobbyist who represented the beer and alcohol wholesalers along with lobbyists for the hospitality industry, restaurant association and such were able to get a specific number of riverboat casino licenses for the state. They also set up the concept of one land based casino. Then it was craziness.and lots of politicking.

Harrah's contract pre-existed the Riverboats and the Riverboat laws. Edwards was responsible for getting it through the legislature and got a big kick back for it.

However... the Rivergate was owned by the City of New Orleans, and thus controlled who could lease / buy the property. The city and state, because they can't ever get along, awarded the lease and the license to two different groups.
Eventually the two groups got together, cut a deal, and Harrah's was the operator (since they had the license).
Then they had to go back to the state and get a temp license to use the Municipal Auditorium for the "temp" casino, because this stupid deal drove up the prices.
Then the "temp" casino went out of business because it was losing money, money they needed to finish the real casino.
It's actually pretty damn amazing they eventually got the permanent place open.

EWE didn't drink but was a heavy gambler. He wanted a European-style grand casino land based in N.O. where he thought was a natural fit. . But for reasons others have said here wound up with this half arse attempt at a world class casino.

Lauberge and all the boat casinos have to have captain and crew. They also have to keep all the systems up and running. It is absolutely the most retarded thing I have ever seen.

Yes That’s the story. My friend said when everything was over after the sale to Harrahs that it wasn’t worth it. Then the Guv went to prison.

Not only was the corruption in full force, but there were so many restrictions that were placed on it, because their was this fear that NOLA was going to turn into Vegas.
So... they had limits on the number of tables and slots. Limits on number of restaurants (because local restaurants were afraid the casino would take away patrons). No hotel allowed (again, because hotels were worried about losing customers).
So by the time this "world class casino" got approved, it was a half-arse attempt at one. And then it was corrupt. So even the half-arse stuff was done poorly.

This doesn’t even get into the original donation of the land to city had restrictions for public good and not for private use, from a century ago, they got some judge to overturn.
