Does anyone here know the back story of how Harrah's was able to be built in NO?

Knowing that the law is casinos need to be located on the water, how did Harrah's get around this? I am sure there were some backdoor deals made and palms greased but I am hoping someone can shed light on this. I guess because it is such a blatant breach of the rules I am interested to hear how they got it done and what the public thought.

They granted 1 land based zoning right for the state.

They paid off EWE. Same as the oil companies did for all the exploration and production they did for all those years on the coast. EWE was one of the worst governors this state has ever had. But since he spoke flat, chased pussy, and was a populace politician, he’s been lionized by voters and institutions alike. It’s indicative of why Louisiana is doomed to be a bottom dweller nationally and will likely never escape its legacy of corruption and incompetence.

Check put how LauBerge LC made their land based casino legit. It was pretty smart on their part and made them spend way more than what the GN had to.

So they made an exception to the rule after someone came up with the idea of building a casino in NO or was there always a single land location allowed?

The law is there is 1 land based casino allowed, the rest have to be in water I believe. As to how this law was written in this manner?

There were some shenanigans with the voting in the state legislature, among other things. Basically, they called the vote early and some people who were trying to obfuscate things by switching their vote at the last minute didn't get to.

Our state constitution says “gambling shall be defined by and suppressed by the legislature.” The legislature and EWE decided that “suppressing” gambling meant to grant multiple riverboat licenses and one “land-based” casino even though anyone with a brain at the time knew that the framers of this provision of the constitution intended to prohibit gambling. BIG money involved to get this passed. Then it was challenged in the Louisiana Supreme Court and EWE’s buddy Calogero made sure it was upheld.

This is what I want to know more about. Wasn't there a tunnel underneath eventually designed to be an interstate highway\?

If you don't know how special exemptions get done in Louisiana, well...it involved a shite ton of money stuffed into a politicians King Cake that was made as a gift.
