We don't discuss figures, but every time I've called the president to discuss a bigger than usual raise, he has said that his goal is to compensate his employees such that if the list got leaked, he could justify everyone's pay. Of course, he wouldn't answer me when I asked how much so and so made. 
A few other managers and I who have come up together discuss generalities with each other and try to guess what senior managers are making. I try to use that during my raise discussions. It's worked for the most part.

No. They technically aren't supposed to punish you for it but it's still frowned upon. Plus they'll remember it if you ever want a favor from upstairs.

I really don't care if someone else is making more. Doesn't affect me. If I want more, I can ask for a raise or get another job.

We have a lot of people making the same transitions. All new hires in our position start off at the same salary. Every few years the percentage increases. It's usually common knowledge. Most people also go through the same promotions in our career path. No one ever gives a dollar figure, but people will speak in percentage increases or a general 5k or 10k raise to take a job or something. Mostly because we all usually get the same thing and it's kind of known. That's about as specific as it gets.

I'm not ashamed of my salary so I see no reason to not be candid or forthcoming if someone inquires about it. I'm 29 and make 87k per year. I'm not balling out of control, but I do okay.
