Your salary, and thus the regular paycheck, is probably based a lot on how experienced you are and how well you do your job. Tipping is your way of paying waitstaff based on how well they do their job.
If they suck at it, they won't get as good of tips and won't end up making as much money as the waiter who is excellent at it.

When I waited tables I expected 15% of pre-tax. Anything more was lagniappe.
