Do tow truck companies have their own special set of laws and rules?

I just watched an episode of Cops where they were called out to an apartment complex because a guy refused to get out of his truck while it is being towed.
To make a long story short, his truck was parked in a handicapped space, his disabled placard had fallen from the dash onto the floor, he ran out and showed the tow truck driver he was in fact disabled and his placard had simply fallen. The tow truck refused to unhook, and called the cops when the guy sat in the truck and refused to leave.
Cops get out there and ask the guy to step out of the vehicle, he refused...they asked him a second time and he refused, then the pepper sprayed him, yanked him out of the truck and slammed him to the ground.
Finally he is able to tell the cops what happened, the tow truck driver agreed that's what happened...then the cops told the old disabled guy he was shite out of luck, and that once tow trucks hook up they need to be paid.

Uhh..that's probably dramatized for TV, although depending on where they were, police have zero power on private property parking issues.

My brother had to sit out of LSU for a semester because he got in a fistfight with a tow truck driver. True story.

As a licensed storage facility for this state, I have to follow a set of laws that are very specific to towing and storage. We are highly regulated on what and how we can tow and store. So in answer to your question in the title, yes.
All states are different though. From the tow bills I see on vehicles stored and towed from Texas, I find it hard to believe they have any laws over there.

I think that had to do with who was in possession of the truck. Once they take possession (hook it up), they are supposed to bring it straight to the lot. Well, since 99.999% of them will drop it if you pay them. It is a bullshite law, and they just use it to their advantage.
That is one of the dozen things Riverside was doing illegally and got off scott free. They'd stage the cars they towed around the city so they could quickly go pick up other ones. I went and got my truck from their staging area at Circle K twice.
Problem was that they didn't really have possession since the owner was in it, so the tow truck driver got pissed.
The cops legally shouldn't have intervened. I saw that episode, and they basically took the guy out of his own truck so the tow truck driver could take it. They forced the guy to let someone steal his property and extort him

Yeah we have them but they aren't enforced well and most tow companies have a "relationship" with law enforcement especially in the big cities. I have 3 or 4 companies I use throughout the state when we need them because they are reasonable with their fees. Where they get you here is when a cop calls for a tow you don't have to use who they call but you do have to get it removed in their time frame which generally limits your options.

When I was at LSU, I had a buddy jump in his car and lock the doors while a tow truck was hooking his car up. Tow driver called LSUPD and they came out. He refused to get out of the car but, unlike in the OP, LSUPD told the tow driver to drop the car and left. We laughed our asses off.

Yes, they used to tow cars out of lots and stick a bunch of them in the Circle K parking lot on Brightside so they could get a bunch quickly. It is illegal. They have someone inside the city government that lets them get away with all of this stuff with zero repercussions. They also got caught for multiple other illegal infractions without any consequences. This has happened a few times.
I'd show up with my key and just drive off in the truck.

When I was in college my truck got towed from Plantation Trash one night at like 2 am. I wasn't a resident but didn't know the rules. Oh well.... I get a buddy to take me to the lot the next day. We pull up and the gate is open and my truck is just sitting there. My buddy says "quick! Just go take it.". So I run, jump in, and start hauling arse to the gate. The employees are running to the gate trying to shut it but I made it.
2 weeks later I get a call from my dad who had just gotten a call from BRPD. Apparently the tow truck jack offs were trying to claim I stole my truck. After some haggling they agreed to settle for 50 bucks. When I went to pay, they were so mad I thought they were gonna try and start something. I just laughed in their stupid faces.

We call the tow company to tell them that they towed my car by mistake, they didn't care and said we still had to pay a couple hundred to get the car back. After arguing that they stole my car and now expect us to pay them for it we askask what would happen if we don't pay them and they said they would sell it. We said good luck and hung up.
It doesn't matter who is right or wrong, they still get their money.

Even the detective that talked to my dad thought it was humorous.
