I didn't know if teachers could do their own planning or if they had to stick to some curriculum that everyone has to follow (since it seems like everything is centered around testing... And schools trying to improve their scores, etc),

Context is important.
They learn social skills (good and bad), time management (good and bad), etc... things that reinforce the material taught in school and what can separate students who succeed and ones who struggle.

Im assuming public schools are more strict with their lesson plans and having the teachers follow them without deviation

The model we have for education is failing compared to the other modernized countries if the rankings of education worldwide is correct. Go to 6 days a week 10 hour days like Japan.

Why are people still acting like Fall Break is a new thing? I've been out of school for nearly 20 years and remember getting Fall Break at least in the late 90's.

When I was in school in Lafayette, we had to go to school every Saturday for a month to make up Andrew days...if that makes you feel any better.
