Do I need a lawyer to close a Baton Rouge water Company account?

Quick backstory: I rented a house in downtown Baton Rouge for a couple years but I moved out of state in June and called into the Baton Rouge Water Company line to close my account.
They said they couldn't close my account until I paid the balance. I told them, ok ill pay the balance, but you need to make sure my name is off of the account. She assured me that the account was closed.
This month I get another bill from them. I call them to tell them that I already paid my last balance and the account is supposed to be closed. They said the account is not closed, and I need to pay off the balance before they can take my name off of it.
This is for charges accrued in August, and Ive been out since June.
WTF?
Obviously im not going to pay someone else's water bill again, but I dont want it on my credit.
This has to be against the law.

Is it against the law? Probably, but I’m not sure how you would proceed with that. You can call a lawyer, but that won’t be cheap.

How can I talk to someone in management from out of state? Those ladies on the phone arent going to do anything but take a payment.

I would stop paying it and then whoever lives there will have to deal with it when it gets turned off. It probably just means that the new person renting has not transferred the account. If it hits your credit, dispute it, and have proof that you moved in June

Ask for proof of payment this time, via email or snail mail, and next time you’ll know to do that the first time.
They need to provide a receipt and confirmation that they closed the account, in writing.

Because its water, they wont shut it off for a few months and the bill will be around $200. Ill have to keep an eye on my credit for the next several months and then dispute it once it hits collections. And then hope they take it off? The credit reporting companies are just as bad at getting stuff done, so that could take a while to get that dropped from report.

I have proof of my last payment, but she told me over the phone she couldnt provide anything that says the account was closed. She said she closed the account and put a note on it that the account was closed.

Then I’d tell them that they’ve already lied to me once, and without written proof that the account is closed I won’t throw good money after bad.
Probably need to explain that to somebody other than the first line support.
