Did I miss the memo on not using your turn signal in Baton Rouge?

I just witnessed a non swimmer refuse to put his blinker on for 2 left turns, but then when a cop fell in about 3 cars back then the Nissan driver decides to use his turn signal on a right turn.
I thought I had this figured out by surmising that they don't know any better and chalked it up to low IQ. Nope, they clearly know better but refuse to do it unless a cop is watching. The stem for the blinker is less than 2 inches from the steering wheel and takes slightly more effort than breathing.
Someone make this make sense for me.

Well, many people in Baton Rouge, especially when on the interstate, think a turn signal means that’s the signal for you to speed up, and prevent them from being able to change lanes.

In BR, using your turn signal is considered a weakness. Idiots will speed up on you if you signal for a lane change.

I don't leave enough room for anyone to think to attempt a lane change in front of me. There are five car lengths behind me open, but you want me to "let" you in? I've been watching you people look up from your phone every few seconds to not really do anything road related for miles, usually. GTFOH.
Except for the guy with a license plate I agreed with this AM. I slowed down to let him cut across two lanes of traffic to make his exist 100 yards from when he put on his signal.

The issue is leaving a safe stopping distance is used by all the Formula One drivers out there simply trying to fly through traffic quicker versus using a lane change to get to an exit. They think you're going slower and somehow getting in the gap in front of you means they are going faster. If I'm pacing the car in front me with some distance and then someone behind me tries to whip around, yes, I speed up.

Most communication is non verbal. Making it clear to you that there is no room for you between my vehicle and the vehicle in front of me I'm trying to pass is non verbal communication.
Leave four car lengths ahead of you on I-10 during rush hour at 40mph, and you will have a steady stream of people cutting in front of you, causing you to brake, triggering traffic behind you to brake, in order to maintain your precious one car length per ten MPH, and further screwing up traffic five miles behind you.
I'm sure you pull up and stop six feet behind the sensor at a light "to be safe," and wait a good five Mississippi before taking your foot off the brake after the light turns green.
