to vote for the NO mayor, you have to be a resident of Orleans Parish and registered to vote in one of the districts.
Orleans is flanked by Jefferson, Plaquemine, and St. Bernard Parishes.

I'm not a lawyer, but can Latoya legally write a letter like this?
I understand if its a "latoya" letter to Thurlow, but this is a "Mayor Latoya (on the behalf of the city)" letter to Thurlow.
This looks like someone using their political position for slander.

You are right. I went back and reread the Constitution, and it said "... shall make no laws respecting the establishment of religion or prohibiting the free exercise thereof, except if there is a pandemic."
