Is it so much that this guy is a bad witness or the situation was just that messed up?
The guy isn't helping himself but Nelson is just using the situation and the policy to tear this apart.
Not sure how any other real "expert" might make things different.

At least he is answering honestly and not trying to hide anything. There are times he understands what his role is supposed to be for the State but they are few and far between. Most situations he seems to be giving either his honest opinion or stating what he has factually seen or participated in.

Nelson just made him contradict himself. Earlier he said you can only go by what the suspect is doing and can not be assumed what they might do. He just had him say that they assess a suspects behavior for possible threats.

The defense bringing out harmful or contradictory information/points on cross is to be expected. Now, sometimes it's more "powerful" than others, but it becomes imperative for the prosecution to clean it all up as much as possible on redirect. Looks like prosecution has their work cut out in that regard, but they do get the last word with their witness.
