yeah slack... I read that when I read the discussion

I really wish I understood the math involved to turn 120 kts off the ground thousands of feet at flight level and 98 kts on the ground into essentially 105 kts (which is 120 mph)

A couple things. Typically they have a standard 10-15% deduction from flight level winds to surface winds. Secondly, the 105 kts is the PEAK sustained winds, and since those winds are almost always confined to a very small area, they will essentially round up to account for the fact they're only sampling a very finite part of the storm.

Long story short, if you fly through a storm and measure 98 kt surface winds, there is a more than reasonable chance the greatest winds are a tad bit higher.
