Not until Congress approves it. You can stay on standard time but congressional approval is required to stay on DST.

After reading the rest of the thread it appears there is frickery about in congress.
Just pick a time and let us be done with changing the clocks twice a year. I honestly don't care which it is...just stop fricking with the clocks.
