Good idea, but these people are not going to sit in a hotel room for 14 days after being stuck on a ship for 3 weeks.

Quarantine them on Gitmo or a military base which can be locked down. Treat them as well as possible, they are not criminals, but keep them away from everyone.

I've never understood this small minded mentality. Yes, you've already spent the money. Are you really going to enjoy yourself and feel safe if you actually called and tried to get a refund? IF you tried to get a refund then that means you really don't want to go...so why go? Those are sunk costs.
