Most cruise ships sail at close to capacity, and they would rather 2 people in a room as opposed to 1. Because that second person is going to spend at the bar, the casino, the shops, shore excursions, etc.
So the "room" portion of the fare costs the same no matter 1 or 2, so of course the single cruiser should have to pay all of that. And the "food" portion of the fare, yes, 1 person eats less than 2 (normally, lol) but by charging double for that, they are recouping the lost profits from the casino, bars, specialty dining, shopping, etc.
I have seen some cruise lines offer single discounts very, very late - like 3 to 5 days before sailing. At that point, they know there is no chance of a sell out and so they are just trying to get whatever they can get.
