As an adoptive parent, I can tell you that the foster/foster-to-adopt system is broken. The social workers have their heart in the right place and they work ungodly hours but there is nothing they can do.
That is why we ultimately went with a private agency.

Were the kids not their biological or adopted kids? And did the fight nights involve bringing over other kids? If other kids involved with birthday party fights I would assume other parents had to be involved or knew about it.
Also, at the link I saw a different story on 6 murders in Mississippi that I had not read about before:

…Moore then placed a gun against a younger child’s head, but she was not shot. It was not clear whether he did not pull the trigger or the gun misfired. The mother and a third child were also present, the sheriff said.
Moore then allegedly drove to a small white frame church, the Apostolic Church of The Lord Jesus. There, Scott said, he broke into a residence, killed the pastor and his brother and stole one of their vehicles.

The system is so incredibly messed up. I've heard so many stories that blow my mind. The Sword and Scale episode on this story is sooooo fkd, and really opens one eyes to how insane the system really is.

Washington County, MO is actually backwoods as shite for being fairly close to St Louis. My dad worked for the Mark Twain National Forest and would have to go survey forest timber around Potosi.
Elephant Rocks is there as well and is a cool place.
Rural Missouri is great, but you need a good bit of land to have lebensraum from the meth heads.
