Definitely Costco. The Kirkland brand is legit.
I have a membership at both because there are some things that Sam’s has that Costco does not.

We have both.
Costco tends to have higher-quality things, and the Kirkland private label is probably, across the board, the best private label brand out there.
Costco tends to not have as many "normal" things such as name-brand chips and snacks. That's really the only reason we still maintain the Sams membership - to get snacks and stuff for the kids. There have also been times I've been to Costco and they are out of things like frozen pizzas, and since they tend to only carry one or two brands of things, if they are out, there is no alternative. Whereas Costco has entire aisles of things that my kids won't eat.
I also hope one day soon Costco will go to a scan and go type app. With only one Costco in the NOLA area, the lines can get pretty backed up (although, they absolutely move faster than lines at Sams... but I never stand in a line at Sams ever since the Scan and Go app came out).

I had both up until a couple months ago. Costco probably has more, but it's a lot more crowded and getting gas there is a royal pain in the arse. Much quicker and easier to get in and out of Sam's. Getting in and out of the parking lot at Cosco's at the one here in Raleigh is a pain also. Gas pump lines back up so far they block the entrance to the parking lot. At Sam's I can usually pull right up to the pumps to fill up. At most might have one car ahead of me.
Also, parking lot is always full because a lot of people who aren't members go there just to eat cheap hot dogs.

Executive membership to Costco nets cash back rewardrs. That’s my biggest issue with sams. Although I find sams to be slightly cheaper but Costco to be better quality

This is really subjective. We don’t have a Costco in Athens (they’ve been talking about it for years and had a spot picked out, but then seemed to cool on the idea). But our Sam’s is SUPER clean and all the people working there are generally very pleasant and competent. Probably helps that even though it’s in Athens, it’s very close to Oconee County which is a very wealthy area with one of the nation’s top public school systems.

I go to Sam’s to keep my tax dollars in Jefferson Parish... I was getting gas this morning, three New Orleans inspection stickers behind me... I was like hell yeah, bring us your tax dollars..
Besides, Sam’s is like 5 minutes from the house..

Costco is like going to Publix for groceries. Higher prices, better quality stuff.
Sams is like going to Wal-Mart. Mixed bag.
I like Sams for the ability to scan everything with my phone and walk the hell outta there without going to a cash register. Just show the receipt at the door and I'm gone.

in fort wayne, in, there's both. currently a sams memeber. toured the costco last weekend, and couldn't justify spending money for another membership (which is $15 more than sams).
