I believe they are contagious while asymptomatic. That's why it's so bad! So he could have infected others while flying home.

Asymptomatic is shown to be possible but not the most likely way to spread the virus.

The rate of spread doesn’t support infected people transmitting to every person they come across for 14 straight days before showing symptoms. Wuhan’s R0 would have been 600 if that was the case.

A larger driver in the spread is that the initial (and sometimes only) symptoms are pretty subtle and thus there is no intrinsic driver to start restricting your own behavior, you just join the millions of others going about your day with a cough.
