Seems like it was planned well in advance. I wonder if the police knew. If they did, they could've controlled traffic accordingly instead of running around like fools

This is part of the problem with modern law enforcement and it is only exacerbated by the tacticool, warrior cop culture. They have no sense of humor and they take themselves too seriously. They need to loosen up and have some fun and show the human side of themselves like all those videos that get all the applause that show cops skateboarding with kids and playing pick up basketball in uniform.
If you want to see what a society looks like when they take themselves too seriously just look at Germany in the 40s and the Middle East now.
If I'm a cop I would always ask myself, WWAGD?
What would Andy Griffith do?
Apparently, the answer to that question these days is, call for backup, slam some juveniles to the concrete, taze and arrest everybody, make a national news story about it.
A pre-planned, organized, neighborhood water hose fight.

I dont mind the spraying at cars as they go through. if enough water gets on the windshield, the driver may have trouble seeing for a second before they turn the wipers on though

I have no problem with this. I was just reading the situation at face value based on the information we were given in the OP. Also, I was more or less making a general point that in my experience, typically holds true.

In a perfect world sure. And I would agree everywhere but the courtroom. Sometimes there are bad laws and they go unenforced by sensible cops utilizing their discretion or by defiant judges and prosecutors or, as a last line of defense, by the people themselves through jury nullification.
That's not even to mention how I and others see cops themselves breaking the laws everyday like the ones I see, that aren't even in their jurisdiction, speeding down the Causeway bridge in their Orleans, St. Charles, St. Bernard and St. James Parish Sheriff's vehicles. If you're going to tout "swearing an oath" shouldn't you at the very least set the example yourself by following the law to the letter?
Law enforcement also and rightly, often chooses not to enforce certain laws by utilizing discretion and prioritizing more important things.
Let's not act like the law, which is written by a bunch of slimy politicians, is the end-all and be-all.

And you had me until this.
Playing head games with the public isn't the answer. The ego and the posturing need to go. There's no place for that in law enforcement. Any attempts to garner arbitrary, dynamic, undefinable and vague notions such as "respect" only shows a level of emotional involvement that's dangerous for both the officer and the public. Law enforcement officers are supposed to be faceless, soulless agents of the government enforcing the laws as written and utilizing sensible discretion when the situation warrants it.
I agree that the public shouldn't take it out on the officers if they're just doing their job. If the public disagrees with the law their vitriol should be directed towards the politicians that wrote it and the judges that interpret it. But every person that chooses voluntarily to pursue a career as a street cop knows what kind of bullshite they're going to have to put up with and if you can't handle the stress and set your ego aside then don't take the job.
It's not a job for the mentally and emotionally weak yet very few departments do what's necessary to weed out those individuals during the hiring process or through the Academy. It's not until after an otherwise seemingly good officer starts cracking that they may or may not get shite canned.

ETA 2: If these neighborhoods went to all this trouble to organize this event, couldn't someone have thought "hmmmm, let's see about a permit, and do this right so that the police don't get called, and our neighbors not participating can know about this and avoid the area."
