I've never even been asked this not once in my life. 100% of the times I have been pulled over I have had all three in my hand with my window down, before they even got out the car, except the one time I drove a car I was building with no insurance and no license. I was really nice and let go that time, cop understood the need to road test a vehicle.
I feel like I am in the middle here. They were both wrong. I do not understand why the kid refused to comply, I really do not understand the officer though.

Even freely offers in video testimony that he acknowleges that its bright due to being new, something that would be used against him if a citation happens to be brought up in court.
Seems kind of pointless to do an arrangement like that if you weren't going to use it.

No, I am saying the cop probably DID have his high beams on.
So he was himself not compliant with the law.

The cop admitted to pulling over other drivers for making the same mistake. When the kid blinked his lights, the cop already knew that his lights were a problem for the other drivers. He had no logical reason to pull the kid over. Also, unless their is more video evidence, the cop already made the kid kneel and then lay flat on the road. Total BS. The kid was nervous and didn't know what he should do. His last words were, I am unarmed. The cop is a murderer.

Frost is an idiot for driving a shitty car with obviously improperly adjusted lights.
Maybe after the third time on a shift, he would've thought maybe he had a problem.

Cop car lights are getting stupid-bright to the point of blinding anyone coming towards them, yet they can't seem to figure out it is a problem.

Not that we know. He was driving a SUV and it appeared brighter to lower cars. Just because they appear brighter, does not mean the brights are on.

My guess is his "new lights" were some after-market cop bullshite that was improperly installed.
That's why he was "proving" he didn't have his high beams on.

All these new LED lights are way too overpowered. They all look like high beams and it is common on a ton of cars.

Stock lights are fine. Yes, they're brighter than they used to be, but most everyone is used to that by now.
A guy in a new vehicle gets flashed 3x in a few hours and his reaction is to,pull over everyone that does it?

You would be amazed at how many grown men now a days have no idea how to change oil, tires, etc...
Adjusting headlights would be advanced level shite to many guys nowadays.
