Baton Rouge water isn’t pulling your meter. That takes a shite ton of work because then they have to seal off the city water side. They will sometimes put a lock on it but that not that often.

Entergy will pull your meter if you don’t pay your bill and repeatedly tamper with it. Other than that it’s just the tag with serial number.

you can unscrew the jaws from a pipe wrench and use the slot the jaws go in to turn it on.

Why should the kid get screwed out of being paid for his labor in this whole ordeal?

She can't be hurting that bad for money if she can afford to hire a college kid to pressure wash her concrete. Old people forget where they put shite or if they did something all the time. She probably just misplaced the bill or mistakenly thought she paid it.

Offer her a partial refund depending on how far along in the job he was before this happened or offer to come back and finish the job once she gets the water turned back on.

Borrow??? Not sure you know what that means. You do realize water bill fees are directly tied to usage.

Would you tell your son to go plug an extension cord into the lady's neighbor's house if her power was turned off?

Have him start drinking beer. By the time they finish arguing and the city employee actually does anything, he'll be ready to pressure wash with or without city water.

From my experience the only repercussion is that they will put a lock on it or remove the meter.
When I was young and lived in a house full of other poor students. We often turned our water, gas and power back on.

It’s theft of services. If they just turned it off they most likely locked it or pulled the meter.He will have break the lock or temp hard pipe it. Just wait and let them sort it out.

My wife works as the town clerk in a small rural Mississippi town. Shes also the towns 'water lady' and collects the bill money. They do cut offs once a month. It has gotten so bad that they have to lock the meter every time because the customers would just go cut it back on and continue not to pay. They used to have a $100 lock fee if you continued to just turn it back on and not pay but it got to where a lot of residents just didn't have water. Sad, I know. So they got rid of the fee and just lock em whenever they turn turn off for the first time now.

Small town here as well. It’s usually the same people who get cut off. The utility here will even let people pay on a payment plan to keep from having to cut their water off. The non payers would get their meters pulled but they would just pipe it back. I watched a lady pay her bill and was 5.00 short. She said that’s all I got and the clerk said I’ll give you the rest to get your water cut back on. Clerk gave her the receipt and the lady said “ your still a bitch”
