How would this do away with burner phones?

You could still buy prepaid phones without anyone knowing.

This would just force you to put it in your name so the gov't could subpoena the carrier and identify who has it if it is linked to something criminal.

That law actually caused a big decrease in meth labs here in Louisiana. Mexico just stepped up and filled that void.

No it didn't. Since enactment of the law in 2006, meth lab incidents have fluctuated up and down in Louisiana and across the country, the south in particular. Louisiana's highest number of meth lab incidents occurred in 2010 but has been declining since but I think (not certain) the overall popularity of meth has also declined as have law enforcement effort aimed at shutting down the labs. Personally, I think that simply moving the product behind the counter has helped more than anything else, since a large amount of the raw product used was obtained through theft.

Louisiana has done a horrible job reporting meth labs and Louisiana numbers have never been accurate. It was a problem that was never fixed.

Wrong. Meth popularity is increasing. It is slowly taking over cocaine as more and more dealers switch from cocaine to meth.

For the most part now to cook large amounts, you have to smurf to get enough pseudo. And that increases the cost and not worth the effort of make it.

Also, Mexican cartels flooding US with cheap Mexican Ice with better quality has made it pointless to operate labs in Louisiana.

Only labs we are seeing now are small shake and bake labs for personal use amounts. There might a few exceptions here and there, but for the most part the meth in Louisiana is mostly mexican ice.

If you look at the numbers nationally, this has been the case everywhere, not just Louisiana. You can find the data on the DEA website.

I'll have to take your word for it. I only know one person who was involved with the stuff and her life is officially a mess at this point.

You seem to know what you're talking about, though a lot of folks put forth a lot of bluster on here, probably myself included

It falls back to why go to the point of filling out additional paperwork and the headache to report the lab.

Alot of agencies just refused to participate due to there being no benefit in reporting them.
