Sounds like the Olympic Village instead of a jamboree.

A separate boys and girls division within the Scouts where they can both learn similar outdoors and character building skills (for the girls who don't wanna just sew and sell cookies), I'm all for.

it appears it has always been part of the policy, as that says the policy was adopted in 2016
and honestly, if you have a large group of young people ranging from the ages of 14-30, it's probably a good idea to keep condoms on hand

Probably because info regarding the 2019 World Scout Jamboree is just now coming out via email and this is the first World Scout Jamboree held in the US since the policy came out.
