COA auditors found a deficit in 2015 because of a failed bingo hall.

In 2015 The EBR Parish COA ended the year with a 200K dollar deficit because of a failed attempt to open a bingo hall, or so says their CEO.
The auditor also found an insurance shortfall and payroll irregularities.
And you probably guessed at this from the auditor;
I'd like to know how much money the COA lost on this Bingo Hall deal.

Amar and CFO Eva Pratt said Monday that the reason for the 2015 deficit was that the council sank more than $200,000 into an attempt to open a bingo hall that would create a steady revenue stream. But the bingo hall was not successful, and the council started to lose money on the effort.
The auditor also found an insurance shortfall and payroll irregularities.

Baton Rouge-based L.A. Champagne & Co. LLP performed the audit, which also says the council is violating its lease agreement for its building on Florida Boulevard. The audit says the council only has $2.5 million in fire and casualty insurance even though its lease requirement with the city-parish requires them to have $5 million in coverage.

Employee time sheets also raised a flag in the audit for their lack of oversight and verification. The auditors wrote that they found three discrepancies out of 64 payroll transactions, some of which happened in 2014. They led to paying too much and too little to council employees, despite supervisors signing off on the time sheets.
And you probably guessed at this from the auditor;
quote:
“Without a system of checks and balances, there is a greater risk that intentional or unintentional errors including the overpayment of salaries to employees could be made and not detected in the ordinary course of business,” the audit reads.

so finding more ways to take advantage of the elderly? seems like a theme to me.

What a surprise, the employees got overpaid on their salaries and didn't report it back to their employer, until it was found by audit. Those employees should be fired immediately

this is a joke. These old people's children should be taking care of them, not the COA.

Wonder how much money from that bingo hall got funnelled into their pockets?

Why would the COA need to open a "business"? Thought their mission was to help the elderly whom can't help themselves not run a business.

How much does Amar get paid to head the COA?

I don't know, but that's a pretty high quality audit report if you ask me.

Wasn't this the bingo game where a number of white patrons were embarrassed and denied the ability to play because they didn't sit through a quota of COA "classes" that week?

Read the entire paragraph.
quote:
While current revenues may be insufficient to serve the area’s growing aging population, the COA dedicates a whopping 50% of its revenue stream to overhead. In 2015, it spent roughly $1.86 million of its total $3.6 million on salaries, wages and fringe benefits, including more than $104,000 for executive director Amar-Clark. That represents 84% more than the $1 million it spent on operating services and supplies, and nearly three times the $649,000 it spent on kitchen operations feeding the elderly.

Here's the entire article: LINK
quote:
What is known is that the COA went all out in its attempt to create the best bingo hall in Baton Rouge. It found a 33,000-square-foot space in a vacant shopping center at 6955 Florida Blvd., not far from the COA’s headquarters, and signed a five-year lease at $8,300 per month. It went on to spend some $203,000 painting the facility, renovating the kitchen, constructing a stage and redoing the floors.
quote:
The hall opened in October 2014. By the following June it had shut down, and the state had revoked its license because it had failed to file the requisite quarterly reports with the Office of Charitable Gaming. Legendre also received a formal complaint from Cajun Bingo Supplies, a New Iberia company that claims it’s still owed several thousand dollars for the bingo supplies it leased to the COA.

Basically they blew over $200,000 on a failed bingo hall that lasted 8 months. Then used that $200,000 deficit as an excuse to ask for more tax money.
Now their budget has doubled yet there is still no oversight or anything keeping them from just spending more on salaries, campaign flyers, or whatever the frick else they feel like blowing money on.

It would be interesting to see who owns this building, and if the lease is still being paid.

An audit should also look in to who owned the companies doing this work.

Ask and ye shall receive...
quote:
Today, the facility sits behind a chain link fence. It has been rebranded by the COA as the Capital City Events Center, and the organization continues to lease the space and use it for occasional events and fundraisers, like a music festival it held last spring. Property owner Khahn Van Bui says the COA owes him money, though he declines to say how much. Foster denies this claim and says the COA is current with the landlord “with the exception of invoices for taxes and insurance which have not yet been received.”
