Can't knowingly give an educated synopsis as to the benefits of balloon vs satellite. What I can acknowledge is there has to be some differenciat advantages between the two`s abilities/capability.
The U.S utilizes said high altitude balloons as well for "data gathering". More times than not there is one or more of these U.S high altitude balloons up over the U.S "gathering data" aka spying on the citizens.

They flew this thing right over nuclear sites and the government didn’t bat an eye. We are so fricked if they actually wanted to try something.
