Charging young folks higher for car insurance. Age discrimination?

If you were to charge racial group A higher than B for higher accident rates, wouldn’t that be shot down for racial discrimination?

Age can be reasoned through driving experience. It’s reasonable to charge a 16 year old more

No, it's called an actuarial table. It's how insurance companies stay solvent, by determining risk and assigning appropriate premium to cover that risk.
