Why can you not get to breaker?

Turn switch off, verify with multimeter and change fixture

Is there a switch for the fixture? If so, just turn it off?

Have someone on standby with a wooden stick handy.

well, if it is wired correctly, I don't think there should be power to the circuit if the switch is off. however, when people get their brother to do electrical work, that is sometimes not the case.

I never touch bare wires regardless of the status of the switch or the breaker.

You have a tester? If not, 110V kills. Don't just trust the light switch. There could be back feed if it's in a apartment.

For most situations, sure, but there is the possibility the light has the hot wire coming to it directly from a junction box and the switch just completes the circuit. In that case, you can certainly still electrocute yourself with the light switch off.

If the hot feed is at the switch and you have the switch off you will ok. If the hot feed is at the light fixture make sure you use pliers with rubber handles and don't touch the hot feed and anything else at the same time.

I'd disconnect the hot from the switch, but that's just me.

ETA Can you flip the main for the apartment?
