DOTD Secretary Shawn Wilson said that state law holds that the company that bids lowest on highway projects must be given the job.

So, even though a company constantly falls behind, does crappy work, and owes the state OVER $500,000 in FINES, the state still HAS to accept bids from this company?!? Is there no law saying if a Company owes the state even one penny, they can not bid on state projects?
I guess this explains why roads are in a constant state of repair. You have corrupt laws, corrupt companies, and corrupt politicians. Recipe for disaster.

They've been "repairing" Bluebonnet for 8 months now and it's nowhere near complete

Couldn't they have repaired it in the middle of the night? This town is fricking broken.
They did, and the concrete did not cure properly, so now they have to re-fix it now.

There are also quite a few potholes westbound I-10 in the center lane between seigen and essen, growing larger by the day.
