I have had a local number calling me at all hours and hanging up. Doing this several times a day/night. What is the best way to identify who it is?

Call them back and confront them.

Mr Number and True Caller apps on android are good. True Caller can be downright creepy.

Then put their name into Whitepages app(free for full info on android) to see where they live.

Send them a Halloween Card.

If you are on facebook, do a facebook search of the phone number. Sometimes this works. A while back I kept getting texts from a number I didn't recognize, did a facebook search of the number, and it actually showed me who the person was texting me. I think it only works if the individual has their cell number linked to their facebook account and probably also depends on their security settings. Turned out the person texting me just had the wrong number, which was kind of what I figured.

I have an outfit blowing up my spot; fake AMEX reps pilfering account info.

I usually take the calls and frick with them; cranking porn into the speaker, asking him what he's wearing, etc.

Whitepages.com

I have a subscription for $2 a month. I think they'll charge you for a one time look up only if they're able to provide results.
