The only actual change in position from last month is the CDC reduced the time without a fever from 72 hours to 24 hours. The CDC endorsed a time-based strategy as far back as April.

Why can’t the worlds elite scientists figure out this virus ? I am not asking for string theory or differential equations.

This has nothing to do with the text you quoted. You quoted something that has to do with people who are known to be positive. If you're positive and had symptoms, you need to wait 10 days to come out of isolation. If you've had fever as well, you need to wait 24 hours after your last high temp without using tylenol, advil, etc.

I guess you didn't read the article you quoted:

It's unlikely that asymptomatic people are going to know they're positive because they'd have no reason to be tested.

If you don’t have symptoms they are saying you are not contagious. Am I misreading this?

frick that. I've been holding down the fort while everyone with it or exposed got two weeks off.

If I get it frick them I'm taking my full two weeks.
