I seriously don't know how AECOM stays in business. I've seen them bid out major projects where I know there's no way they are making money.

You most likely aren't a dumbass but you probably don't have the right connections, aren't obsessed with yourself, have always tended to play it safe and continue to make choices that allow you to live a life like an average American. About a year ago AECOM was fired by CPRA as program managers for the coastal master plan in mid-process. They are well known for flying in well respected talking heads, putting on a great show in procurement, then completely shitting the bed in execution.

Funny thing about Bernhard. I'd heard stories for years about what an a-hole that guy was. I have a colleague who owned an independent company and told stories of this guy getting mad and deciding to fire or just badger a random person.(usually women for some reason) Well out of nowhere I was talking work with my mother the other day. Something I said caused her to tell a story about how 15ish years ago she got a job through whatever temp agency with wherever Bernhard was. She said she quit real fast because "Mister Bernhard Scared me bad.". Apparently homeboy just walks out his office and starts screaming "fricking mother fricking frick frick.", and kind of flailing about. My mom is doing this immitation profanity included.
So for me that's two confirmations on this guy. I can't believe anyone would do business with such a notorious psychopath. Dude must have maps to where all the right bodies are buried.

If you analyze the program from NY, they're going to hire an army of skilled trades and put them under probably around a dozen prime subs and fan them out across the impacted areas to work on properties as the inspections are completed.
Living in Walker with a BIL in Denham and another BIL and a FIL in South Baton Rouge that each took water (which thankfully we did not), I've seen not only the devastation but also I can tell you that muck outs and C&D work has already been done by a great many people.
Other than Debris Removal-which are independent contracts the Parishes execute on a local level-there's not a lot standing in the way of an inspector getting out, making an assessment and then having the house ready for the sub work.
Not all of them are ready of course. But a great many.
I've also heard from the horses mouth that USACE has close to 1,000 inspectors waiting here already to supplement what's already on the ground. So 13,500 homes with close to 2,000 inspectors to me seems to be not a difficult task. Not an easy one but not crazy.
I think this is much ado about nothing. Every government contract is on some level who you know and who you hired and yes, profit. But in this case I don't see this getting bogged down all that much, especially with the State and FEMA watching LP like a hawk after that 50 million dollar + lawsuit LP has for the underhanded debris removal work issue from last go around.
