NYC Rapid Repair for Sandy was the FEMA Pilot for the SAH Program. It may have Louisiana's name on it but it's a FEMA-based program that's designed to ensure folks remain in their community. It incentivizes remaining where you are.
Road Home created a diaspora of New Orleanians who just evacuated, got their RH $, sold their lot to a developer and just never came back.
This isn't inside baseball for B&R IMO. This was on the horizon and the execs here knew the program from there. They're the right folks for the job if you ask me.

One note about Epic I thought I would add since this is the OT, their sales woman is smoking hot. Nice fake tits, dressed to the 9's, and is an avid hunter. The guys I know we're falling all over themselves to get to go to lunch with her and try to give them work. Cooler heads prevailed and shite their ideas down. LOL

The writing is on the wall that the work will go to BR. Gov. Honor Code has to repay those fundraisers and contributions. Louisiana politics at its finest. CB&I could run it, AECOM, CH2M Hill, Jacobs, Bechtel, Parsons, CDM Smith, Worley, Arcadis. shite you name it and there are more qualified contractors out there than BR.

Every company has their first FEMA job. They wouldn't be hiring B&R for B&R, they would be hiring B&R for the technical expertise of the staff that basically created, stood up, and ran the same program on a larger scale in New York, and because they have the bank roll to support the program.

Wait, so the entire crew that ran the CB&I program for sandy now works at BR? I find that hard to believe. And no, every company doesn't start their FEMA work by getting a fricking $1B contract. The company must show that that can execute such a contract. BR has not done so.

I'm not going to argue with you on this, as I don't have a dog in the fight and I couldn't care less who wins the contract. You seem to have a hardcore hatred for B&R.
I just know without a doubt the local B&R staff is far more qualified to run this program than the local CB&I staff.

I'm trying to help an elderly couple get their house fixed. It's only 1150 sf simple home and I know that for under $15K that house could get sheet rock done and simple things in place to get them ready to get back in.
I have some volunteers who would help with all other repairs and maybe sheet rock too, but if FEMA could do the sheet rock that would be a sure thing help that we could get them back into the house.
Will there be any common sense applied to this situation?

its not long-term repair. It's simply getting people back in their homes in the short term versus shelters, leaving, being homeless etc.
It is exactly the Rapid Repair Program used in NYC.
If B&R get it, they do have merits regardless of any hardwiring. They are also probably not concerned with the potential blowback and how it could affect future LA business like a CH2M or Arcadis or insert engineering firm.
I've been heavily involved in large scale CDBG HUD programs but those have had more traditional timelines and deliverables......we're positioning for those later on

No matter what firm gets the contract, it will be a cluster, 13,500 homes in a month, no fricking way.

Well with their cash flow dismal and having to write-off selling their power division (the shaw nuclear plants) at a steep discount to Westinghouse in Dec., I'd be a pissed off investor too. Considering that they canned the last CFO in Q1 2015, Asherman can't blame the new CFO. Not to mention the guy was sure a year ago that their shares would go up to $100 by the second half of FY16, I would not have a lot of patience for promised healthy cash flows.
